I am getting below error when create new user in Business portal. Please help me to solve this issue. I have change custom error mode to off but I did not get more details.

If you have solved this problem can you please post the solution as there are others all the time that are encountering this error and all the possible solutions are valuable.
Are you still experiencing this error when adding users to Business Portal?
If so, please send details on 'who is running BP' what rights they might have to SQL and other details to allow the community to assist in solving the problem.
Please alter the web.config to include callstack=true and customererrors = false. Without more detail, we can't help to troubleshoot.

Is this error message generated by IE? Is it replacing the Business Portal interface with a IE window (yellow) and the message and a number of lines of details of code??
If so, I have seen this happen when the user I was trying to use to create the new user did not have the correct connection rights to the SQL Server. I have found that this is often related to the SharePoint Security and in combination to the security you have set for the user ID doing the maintenance task.
