Hi, it's not removed, you are just searching the wrong names. There is no External File Storage Setup page, search External Storage Setup in Tell Me, that's the one with the Enabled toggle, the root folder and the delete on attachment delete option.
Same with the scenario. It isn't called Document Attachment, look for Document Attachments - External Storage, and you assign it from the File Scenario Assignment page with the Assign Scenarios action, pick your blob account there. The order matters, account first, then the scenario, then the setup page, otherwise the toggle won't let you go far.
One thing that catches people later, only attachments added after you enable it go to the blob. Everything already sitting in the database stays there until you run Storage Sync, that action is on the file scenarios and on the external storage setup page.
