This is by design - if there is enough space, Field and field groups pattern utilizes it. For example, if you have a tablet in landscape mode, you'll see the groups without having to scroll, as in your suggested design.
If you really want to give up the responsive design, use Custom pattern, switch Columns Mode to Fixed and keep Columns = 1 (which is the default value).
