Indirect Costs Duplicating on Production Orders w/Marked Subproduction

Indirect costs are being applied multiple times when manual marking is used to link a parent production order to children. This can be manual marking or if the option to mark is selected during MRP.
Costing is working correctly for production orders that are generated from pegged supply BOM items or if standard MRP pegging is used. Is the cost sheet not compatible with marking?
Has anyone experienced this issue and found a solution?
 
Inventory model = Weighted average by date
Consignment inventory = Moving average 
 
Cost Sheet Setup
Node Type = Surcharge Subtype = Level   Driver Labor cost
Also tested node type rate in case the surcharge was the issue. Same result.
Node type = Rate Subtype = Process  
 
Example
Labor $100/hour
Surcharge 10%
Parent and child use the same cost category.
 
Parent 5 Hours of Labor
Indirect = 5*$100*.10 + $10 from child = $150
*The full cost of the marked child production order is included as material as well, so the indirect cost is included twice.
 
Child 10 Hours of Labor
Indirect for Child = $100*10*.10 = $100
