How to automate the form customization and tab creation using external IDE?

Currently we are in process of implementing the ALM in our development area and for that we have started creating the plugins, custom action and Web Resource through visual studio IDE under one CRM package by using power platform tool extension but to put that web resource in any form or under one tab we need to do this manually using the portal so is there is any way to automate that process. So that it will be easy to automate that the whole deployment part.
