When we create a new case
Workflow should sending an email to assigned to ..it should send to distribution list.

Other option could be to develop something your own, you can setup 1:N relationship(Two entity let's group (parent) and group members(child) where you can send email to group and on the fly can have a plugin to read all the member of the group member and add them in To partylist.
But believe me workflow utility will be better option as you just need to spend some time to configure it.

Ok, one possible option is to setup a team of the targeted user and send them email using workflow, you can use this workflow utility: crmemailworkflowutilities.codeplex.com
