Looks like you're trying to import the excel file which is not exported from Dynamics 365. When you import the file which is not exported, system creates new record. You have to import only the file exported from the system so that system deactivate the existing records, instead of creating new ones.

It’s seems like when I upload the file with the records I want to deactivate, it only duplicates the record with an inactive status.
When I create a duplicate detection rule, the record with the updated status just won’t upload…
would appreciate any insights!
