Thank you for using the Microsoft Dynamics Communities.
The Dynamics 365 instance availability is directly associated with an "Active" Dynamics 365 subscription. The lifecycle of subscription will determine if the instance can be accessed or not or even when the data will be permanently deleted. Example: If your subscription is on "Locked" state (due some billing issues), your instance will be disabled, however will be kept until the subscription be deprovisioned.
Details about subscription lifecycle can be acquired with Microsoft Commerce Team.
When a subscription expire, usually the tenant administrators receive an email about this action and how long the data will remain available before a permantely delete.
