PO causing GP to Lock up

We are using Dynamics GP 18.4 and the native PO approval workflow. We are now having an issue where a purchaser creates a PO higher than their approval level, then it goes to the next approver, and when that approver opens the PO, the header data is there, but there is no line data, and it locks GP up, and they have to crash out. And that PO can no longer be opened by anyone in either Inquiry or PO entry.
