The following is a hot topic in MS BC support service and causes our support volume to increase. When someone is deploying a PTE on a sandbox environment, it's locked and you have to wait 45 min for the session ends.
Developments feedback:
Due to a recent fix , this issue has been found during the weekend and a new version is being rolled out right now. It can take a while before a tenant receives the fix.
By tomorrow all locking issue reported during PTE deployment for Sandboxes should be resolved. Please do reach out to CSS by raising a support ticket if the issue is not resolved.
