Not able to sync extensions

I'm working on data upgrade from Nav 2016 to business central 2023 onprem india localization. I'm trying to sync Tax Engine extension in BC2023 but i'm getting error message. I have check for duplicate key TAX ID but didn't find in extension source code. Can anyone suggest
Sync-NAVapp:an item with the same key has already been added, key TAX ID

    Not able to sync extensions
    Normally this error comes when there are duplicate keys in a table.
    Additionally, I had a call with one of the friends who was working on IN Upgrade. We found out that direct upgrade to BC 23 is not possible due to India localization. He upgraded to BC 22 and then upgraded to BC 23.
    ** Remember in BC23 Microsoft consolidated multiple table extension to one SQL table. It seems IN localization is not written in same way.
