Greetings,
When i try to post a receipt transfer, it shows "No items are currently in transit" and force me to post shipment first
My question is if there's a setting to change (i am not able to find) this restriction and allow to post a receipt without having to post a shipment

Both postings are necessary. If your location settings allow maybe you should try the item reclassification journal instead.
Note, on a TO if you use the “Direct Transfer” (mark as true) then it will ship and receipt at the same time
