I am getting a persistent error;
run-time error '- 2146233087 (80131501)' Failed to connect to server [server name], while trying to export the template store database in HQ admin.
Any help out there? Has any one been able to over come this?
I notice that the SQL Server Agent on the systems are not running. Can this be the cause?

Thank you for the suggestion. It however did not work. What is strange is that every other thing is working and we have no issues except this with RMS SO and HQ.

Right Click on RMS HQ Admin select Run As Administrator
Try to export it will work with you
SQL Server Agent is by default Disable in RMS Store not sure about HQ, only use for (Executes jobs, monitors SQL Server, fires alerts, and allows automation of some administrative tasks.)
there has been some discussion in past similar to your error, read if that can give some lead to the error
