I have no administrator password.

I agree with Richard's thought.
I'd first check in GP if this company is listed on "Delete Company" window. If so, delete the company from GP first. Then download "Clear Companies" SQL script and run remove any orphaned database(s) and/or company records in DYNAMICS database. Then I would recreate the company afresh.
I would suspect that SELECT * FROM DYNAMICS..SY01500 does not show this company. Download the ClearCompany SQL script from this link to clear any reference to this company nd then try to create the company again.

I have copied dynamics GP folder to another drive and then run GP Utilities it succeed.
But now another problem is appear that newly created company is not displayed in sy01500 and also not listed in company dropdownlist at the time of GP login

Machine having configuration settings has been given below.
I also tried to run GP utilities with " Run as administrator " and
Also , Add AllowBCPTest=FALSE to the Dex.ini file but could not get succeeded.

Remote to your server and run GP Utilities from there to create the company. Installing GP onto a client computer outside of the C:\Program Files (x86) folder is a good idea to avoid all the inherent Windows security hassles.
As far as not having the administrator password, you must at least be able to switch off UAC settings OR as suggested by someone else on one the links, install GP onto some other folder (outside of Program Files (x86)).
