New editor not showing up when creating new email template

User 1 sees the new email editor without a problem
User 2 sees the new email editor only if he clicks on a recently created record. If he tries to create a new email template he cannot see the new editor and only the old one

- new editor expierence is enabled in all environments
- e-mail template forms are identical
- user 2 has tried this in different model driven apps with the same result
- user 2 actually has sys-admin role while user 1 has a "smaller" role
- user 2 has cleared cache, tried different browsers and tried incognito mode
- user 2 has tried different environments with the same result
- user 2 has tried a completely new and empty default environment with the same result
 
am I missing a personal setting? any other setting that needs to be enabled? a browser setting?
