I have moved SL 2011 to both WS 2019 and SQL 2019. I had no issues, but as others have said it is NOT supported by MS. However, it is not supported any more by MS anywhere... so, I think you'll be fine. At least I was OK doing so.
Windows Server 2012 R2 and SQL Server 2012 are supported for SL 2011.
FYI, I am trying to install MR 2012 CU16 on SQL 2019 and am unable to get it working at the moment. I opened up another thread on this issue.
What versions do you suggest? This is only for archiving but I will also be moving MR.
SL 2011 is not supported on Win 2019 or SQL 2019. SL 2011 is no longer under MS support anyway, so I imagine you could try it and see what happens. You won't get any MS support either way.
