MS Dynamics CRM 2016 on-premise security role issue

Hi,

I am facing an issue regarding security role in CRM 2016. I have updated "Sales Manager" role and assign to 3 users, but problem is this role is working perfect for some users, some of them facing "insufficient permission" error. Once I removed "Sales Manager" rights from those users who were facing an error then assigned "Administrator" rights to them. After that I logged-in with those users everything were perfect, then I removed "Administrator" rights and re-assigned "Sales Manager" rights. After doing this, they can access the system without any issue/error. I don't know what is the problem behind it. If I create a user in the system. first I need to assign admin rights and first time login with admin rights, after that i need to remove admin rights and reassign to other rights (whatever I want) then no error occurs. I am facing this issue when I create any new user. Please help me out. Thanks
