I guess it's only a browser issue.
It may happen that the browser does not load all elements correctly and completely. Please try another browser oder delete your browser cache.
Important: Close all browser windows after cleaning the cache.

would you mind posting a screenshot. There can be two reasons for this behaviour:
1. you dont have permission hence check with admin user
2. Can be due to browser issue - hence clear cache/cookies/history and try again
