Project Budget Workflow - Gets stuck in 'Pending'

Hello, 
 
I have the automatic approval set for project budgets through workflow. But then the workflow gets stuck in 'Pending' and I cannot seem to find where it's getting hung-up. 
 
Any advice would be appreciated. 
 
For reference, this is how the workflow was set up:
 
 
- This has been remedied. Allocation on project contract side not flagged for the project level.
