Smart buttons not showing in UCI

I have added a smart button to this ribbon. It is the Run Workflow button. It is showing in the old interface but not in the new Unified Interface. I have tried removing both of the display rules to see if that would do the trick but it did not. Any Ideas?

    Try removing HideonModern Display Rule shown in your screenshot

    If that does not work please try to get Support to triage this closer with you
