Merge Records error "The object cannot be updated because it is read-only"

Okay this one has me stumped. I'm trying to set up a security role to merge contact records together. When the user tries, they receive the below message (please read what I tried below before responding)
 

I do hate how it doesn't tell me which record (or even record type) is read-only that is preventing the merge, but whatever. I used XRM Toolbox's Related Records Analyzer and there are a lot of related records on the "secondary" one I'm trying to merge from. Some inactive, some complete, etc. However, what I found was:
  1. I am able to merge them as a System Admin
  2. After troubleshooting for hours, I set up a security role with EVERY SINGLE PERMISSION turned on (full green for those that allow it). I did this in classic obviously because it lets you turn them on in bulk there, unlike the "new" look. I assigned that role to the user and they STILL got the message above and would not let them merge together.
Is there something special about the System Admin role that is allowing the merge but not another role set up with every permission turned on? If so, then this is obviously not something I can solve with a security role, so is there another solution to let a user to this without granting them system admin permissions?
