I purchased the license Microsoft Dynamics 365 but cannot assign to user on O365 admin Portal

you should see additional options in Attract, such as Templates, Email Templates and have access to offer.talent.dynamics.com. With the Comp. Hiring Add-on you won't see these options. additionally, you have some settings for linkedin integration and offer management in the settings area of Attract.

Question is how is this add-on really administered, how do we find it applied on our tenant/instance?

the comprehensive Hiring Add-on is not a "per-user" license, is for the entire company. If you bought it, then it should be available after placing the order. can you please tell me the SKU and how many Comprehensive Hiring Add-on packages did you buy?
also, what is the number of employees you have in the CoreHR?
