on the address fast tab on the customer form if you click more options there is a remove option does anyone know what entry point this is related to so I can disable it for a user so they do not see this remove button or just cannot click it or remove the address at all?

I would look what privileges are in the customer maintain duty, some of them grants rights to the address data. Then you can copy this duty and replace the privilege with such privilege that doesn't let users to delete / inactivate addresses. You might need to copy and adjust the existing privilege, too, if there is no such privilege already in the system.
I don't have a system at hand, but the duty is called CustomerMasterMaintain, CustCustomerMaintain or something similar.

I could be wrong, but I believe the menu item is DirPartyPostalAddressDeactivate which exists in the privilege called VendProspectiveVendorRegistrationWizardMaintain, and DirPartyTableMaintain.
