Hello Kashif,
In order to import an organization, the user must
1. have create group permission in AD. This usually means that the user should be AD Administrator when importing organization.
2. be Deployment Administrator in CRM installation instance. Using Dynamics CRM Deployment Manager, you would be able to define user as Deployment Administrator.
3. have sysAdmin role in SQL server.

Hi Kash,
in order to import data, the user needs to have access (read and write) to the entities the data has to be imported.
You can go to security ->Security Role ->Select any security role/OR Created your own Security Rule ->Click on core Record ->In OMR sheet you can find Data Import.
