I want to create a User in MS Dynamics 365, that can do almost everything, for register plugin or enable something via his account, which type of user should i create and how? Settings -> Security -> Users -> Enabled Users get others Users and ......
is Technical User / service user / system user ?
Please i need help.

If you are working with Dynamics 365 Online, you can create users using Office 365 Admin Page or Azure Active Directory Users Page and they will be synced if having the correct license assigned and if nothing restricts as per example security group configured.

If you are working with Dynamics 365 OnPremisses, you need to create users first on Active Directory and after then create a user on Dynamics 365 using the path you shared Settings > Security > Users and clicking on the New User button on the ribbon.
