Cannot edit Excel sheet that was created from G/L Budget Entries

When one of my users downloads a budget journal on D365 Business Central to excel add-on spreadsheet, on new line cannot be added to the spreadsheet. The message "Customer Budget Name is Read-only". I have unchecked the "read-only" field, as well as set up "Allow users to edit fields". The user wants to modify the budget for the new fiscal year, then upload it to Business Central. How can the Excel sheet be edited? Must a new spreadsheet be created?

You shouldn't need to create a new spreadsheet. In theory, when you 'Open in Excel' the table headers should copy and you should be prompted to use the Dynamics 365 plugin. Can you confirm you have the Dynamics 365 plugin and are using the latest version of Microsoft Excel?
