Insights will not Connect for a single user

CRM Online 2016. We have 45 users and 44 can successfully connect to Insights. One user, our VP Sales/Marketing, continues to receive the following:

We've tried everything - switched licensing to Plan 1 from his current Enterprise Addition, granted complete authority, etc. and still we receive this message. Insights suggested that we modify our Trusted Sites, which we did, to no avail. Additionally, my license will work fine on my PC and when we login under the License in question, on the same IE, it won't work. This is a seemingly simple issue that we've been unable to resolve. Any support or direction would be greatly appreciated. Thanks, Jim
