Server techies have deleted GP company backup - saying their server backup will do the trick. Is there any documentation proving that a complete server restore isn't needed if a GP backup needs to be restored?

Any databases should be backed up individually, always.
You may want/need to restore databases to a different databse name from time to time.
You can't do that with a system restore.
