For that scenario you will need to use a full license.
You can not let that user run on a Team Member license.
Refer to the licensing guide I linked in an earlier post.
Thank you, for the replies. But I meant a license for executing the app.
For example:
We have an app that create items when an user with a Team Member license clicks a Button. Normally the user i not allowed to create items, but via API it's possible. But I think thats multiplexing!?
Another example: What if we create an custom Table, that is bound to the item table? According to the License Guide a Team Member is allowed to CRUD in a custom Table.
I mean this passage from the Guide:

Hi, but it should be noted that although a license is not required, BC permissions are still required.

Nitin is correct. No extra licenses needed for the API's if you use service to service connection. You can refer to the licensing guide.
If you are already running a BC cloud version, then you can do app registration in Azure and give the Secreat key with API to your external user to call that API and insert data into BC, no need to get an extra license.
