Duration to Bill vs Duration - why in lockstep?

On the Work Order Service record, there are two fields: Duration, and Duration to Bill. 

They are two separate fields in the database. When I change one, the other is updated to the same value.

Why are there 2 fields on the form by default if they always stay in sync? Can this behavior (keeping them in lock-step) be changed?

Ultimately, the user wants to capture the actual time it took to do the work as a separate value from the time they will bill the client.

    I found the problem. Someone had added a step to a business rule to make the values the same. I should have checked the dependencies on the field before posting. I appreciate your testing it out.

    I followed the steps and I am still able to change the value of "Duration to Bill". In my vanilla org, I see the Duration and Duration to Bill in tab "Duration &Sales Amount"

    The problem is that MS has made a customization to force Both the Duration and Duration to Bill to always be the same. If you change one of them, the other field will be updated to the same value. Try this out:

    1. Open a work order (does not matter what the WO status is)

    2. Edit a Work Order Service

    3. Make the Duration and Duration to Bill different values

    4. Click Save.

    The result I see is that the Duration to Bill is changed to be the same as the Duration field.

    Server version: 9.1.0000.20164

    Client version: 1.4.1141-2006.5

    The reason the value from Duration is auto populated in Duration To Bill is - it by default assumes that quantity or value from Duration to be billed.

    Lets say, the Duration in the Work Order service provided is set to 2 hours then it will initially assume that to billed. If it takes more time than then that, the system gives you an option to update the "Duration to Bill".

    This is updated via OOTB customization probably via the script on the form. The fact that the field "DurationToBill" can be manually changed gives the freedom to user to capture the actual time to update.
