From the licensing guide there is this statement for a teams license.
"Approve or reject tasks in all workflows assigned to the user
Does this only refer to power automate or should they be able to approve through an out of the box workflow.
So far our results have the purchase order approval being greyed out.

Is that the BC licensing guide you are looking at?
If so, the "Workflow" referred to in the license guide is not Power Automate, but BC's workflow.
I can say a little more for sure if you can provide the source of the license guide you are looking at.
