I run the job but stop by available
You need make sure 1070 sync job applied firstly.
I solved this issue by adding my user name in admin role in life cycle
but i faced another issue
Although i published the channel successfully from channel category and product attributes and configuration status is completed
Make sure you Batch jobs are running in order to make those setups applied.
This is should be a sync issue, have you ever run environment reprovisioning tool recently? I suggest you create new support ticket to Microsoft team, they will help you solve this issue next.
I did full sync but status stop by available
Just do a full sync to store DB and try again activating it.

Have you can active MPOS? Is there any failed retail server log for it?
