how to filter a quarter of contacts with a good representations

Hi,

We would like to launch a quarterly customer surveys and to send the survey every time to another quarter of customer base. As a result each customer will receive a survey once a year.

Is there a way to automatically export a quarter of customer base with a good representation from each account, vertical and geography?
