I find that the created on date field OOB behavior is ‘User local’ and it can’t be change.
So you need create another new custom date field with behavior is ‘User local’.
And for another question “which way is recommend to send email”, you mentioned that you have used workflow, or you can try to use power automate to test again, which is a also a good way. I give answer with power automate in another thread.
