Licensing requirements for Integrating Custom portal with Dynamics 365 On Premise

Hi, 

We have a requirement where the customer has Dynamics 365 on-premise implemented on Azure IaaS. The customer wants to build a custom portal on .Net Core / Angular and integrate it with Dynamics 365 on-premise. They have some outside users that need to interact with Dynamics for some CRUD (Create Update Delete) and Assign functionality with the Contact and Case records within Dynamics. These are around 1000 users that need to do these functions on public facing portals and cannot use Dynamics. 

I need to know the licensing requirements for integrating a custom portal with Dynamics 365 CE on-premise. I believe we only need 1 full user license for the integration using SDK or Rest APIs and don't need any kind of Dynamics license for users outside our organisation for CRUD operations on 1 or 2 entities.

    So here's the answer. Microsoft allows you to provide Dynamics 365 data access to External Users. External users are users that are not employees, contractors, consultants or in any way have an employee-like relationship with your organization.

    In addition, external users include off-site vendors not on an employee-like relationship with the organization or its affiliates (e.g. IT help desk support vendors serving multiple customer organizations).

    However, external user access does not extend to the customer or the customer’s affiliate’s contractors, vendors, or agents providing business processes on the customer’s behalf or using Microsoft Dynamics 365 to manage any portions of their business. In this sense, the customer may not use Microsoft Dynamics 365 to provide business process outsourcing services to its clients.

    So by the above definition, External Users do not require a SL license and hence can be provided access to Dynamics using custom or other portals. However, they must not use Dynamics UI in any way.
