Those 'Date of Last' dates on the Receivables Setup Options window are informational only.  Changing them will not fix the issue and is not recommended, as that will cause this information to be inaccurate.

The cause of the slow performance is that you have too many fully applied transactions with an Open status.  You need to actually run the process to move your applied transactions to History (Tools > Routines > Sales > Paid Transaction Removal) to address the issue.

I go to "Receivables Setup Options", the date of last for "Paid Transactions Removal" is 27/01/2008",  Does it cause the apply payment process running slow? What is the effect if I change the date to 31/12/2009?

Tools > Setup > Sales > Receivables, then Options  -the History checkboxes are on the bottom.  The cut off dates will always default to the current GP date, you can change them prior to running this process to move your transactions to history.

For other customer only have few transactions is fast. I check the setting for the cut off date is the current date. How to check the history tracking is turned on? Thanks.

If this is the only process that is slow, it is most likely caused by never running the process to move fully applied sales transactions to history.  A test to verify this is the issue is to try the same actions for a customer that has only a few transactions.  Does it take just as long?  If so, something else is going on.  If it's fast for a customer with just a few transactions, consider having someone routinely (typically on a monthly basis) move paid sales transactions to history.  This is under Tools > Routines > Sales > Paid Transaction Removal.  For more information on this process you can click F1 when you are on the window and read the online help.  Two recommendations are to make sure history tracking is turned on before you do this and to set the cut off dates back at least a few months, so that you still have the ability to unapply and void/nsf recent transactions.

I go to Transactions -> Sales -> Apply, then I select the customer ID and click next document no., the running process take about 20 mins to display out the details.
