Share a attachement with multiple records stored in sharepoint

I want to share 1 document stored in sharepoint to more than 1 vendor. What is the way to realize this, because now every document we upload is stored multiple times in sharepoint.

And we want 1 document to be stored and shared with multiple vendors, so when we change th document in sharepoint. The vendors get the new/most recent version when we mail it.

I hope someone has a solution for this problem.
