Solution patch import fails on Business Rule

Hi,

We are having an issue when trying to import a solution patch into the target system (Dynamics365 OnPremise (8.2)). During the import it fails on a Business Rule, that has been amended and added to the patch, with the following:

"The ProcessTrigger (Id= <processtriggerId>) entity or component has attempted to transition from an invalid state: ComponentStateName: SolutionActive; ComponentOperation: Delete; ComponentSolutionType: Solution; SolutionOperationContext: Patch; IsProtected: True;"

We've seen a few suggestions on other posts around publishing all customisations in the target before import, but that doesn't make a difference, also deactivating the Business Rule in the target system. We can get by an instance of the issue by creating a copy of the business rule and removing the existing one from the patch, but that isn't a suitable solution as the error then occurs on the next business rule contained within in the patch.

Has anyone got any ideas on how to over come this?
