Hi Sirodjon,
Here's how I see it.
1. Setup Insights on your Dynamics 365 instance.
2. Once you know whom to target, mark those records in Dynamics 365 using some customization.
3. Then have workflows run on these pointers and send out emails/nerwsletters to them based on the data collected from Insights.
Hope this approach suits your needs.
