Hi Michael,
We have an addon that will allow you to share reports through emails. Report Scheduler Add-on enables you to automatically run reports in Dynamics 365 CE. It can be set to execute on a scheduled interval and send the report as an email attachment.

We are currently working on the permission model to introduce two new roles of a) share the project as view only - so that only the report section of the surveys are available for shared users b) share the project as distribute only - so that the shared users can only distribute the survey.
I don't have an exact ETA for this but we are targeting end of the year timeframe to release. If you are keen to be part of preview / early access or interested to learn about the feature implementation / design pls drop a note at customervoice@microsoft.com.
