1099 Modifier PSTL Tool not running

Running on GP 2013 and trying to run the PSTL 1099 Modifier. I can run it fine with the Report Only marked, but when I try to run it with the Process and Print Report Option, the system hangs. I have let it run for about 4 hours with no result. When checking the Task Manager it states the 1099 Modifier is Not running. I have tried this with the sa user as well, and tried a different workstation.

Not sure what to do to fix this problem.

It will take more time to process for more transactions. Mark the both process and print report option and wait some more hours to check it will responding or not.
