Labels (which are separated in a Binary model) are not visible in UAT environment after DEV merge

In our environment, our label files are packed in binary format in a separate model. This label model was part of the deployment package.Before the deployment in UAT we test the labels OK in the DEV environment. However in the UAT environment the labels are not visible after the merge, if we login via the url of the UAT environment. In case we modify the DEV environment webconfig file and insert the UAT login credentials, and thus get access to the UAT environment via the DEV machine,  then the labels are visible. In the VS source control explorer, everything seems OK. I already use options Refresh Models and Get Latest version and a reboot of the the UAT machine, but without results. The label file model is binary and is included in the deployment package.
 
Some thought what could be wrong here?
