Refreshing data with out overwriting configuration

During an upgrade from 2015 to 2018r2

is there a way to bring current production data over from our live system and retain our settings from test? We would like to keep setting changes and users and permissions but load the most recent data into test.

How many settings are we talking about and which ones? You could record your settings using a macro or you could backup the tables containing your settings and then restore after the upgrade.
