I have a scenario where I would like to use Data Export Services as part of some Analytics/BI services for a client, due to the heavy lifting that DES does, rather than have to build the export solution myself. The Dynamics instance is run in the client's Office 365 tenant, however this client does not have an Azure subscription (for Azure Key Vault) and does not have any need for an Azure subscription (they use other cloud services providers).
I understand that in order to use Data Export services, Dynamics and AKV will need to operate under the same tenant and same Azure AD. Does this mean that I could establish a new Azure tenant with AKV and associate this with the client's Dynamics tenant? I know that an O365 tenant can be associated with an Azure subscription, but does this also mean that the reverse is true? Does the Azure subscription then use the Office 365/Dynamics Azure AD as I can't be interfering with that in any way? What happens with respect to Administrator roles for Azure and Office 365?

I think you should urge your client to setup a Azure subscription in their own tenant to be able to use DES and keep their data "on-premises" ;-)
