AX 2012 R3 Async Client Not Synchronising download and upload sessions

We are using AX 2012 R3  and have multiple retail stores . One of the store server crashed and hence a new server was implemented .

Problems : the new install the Async Data Sync is not working for this specific store only since the new installation. ( Download rpf files are created in the working folder . Upload files from all but this store are created in the upload working folder  

The Async Configuration utility shows all connections ( Async Server , Message Database , Channel Database)   test are successful. 

Download sessions are created in AX HQ and Applied  but for this particular store it shows rows affected = 0 (zero)

No upload sessions are created by the store . hence no retail transaction are getting pulled into the AX HQ .

We compared the folder structure of other Async client/ Store DB machines and noticed that "Retail database utility" folder is missing from the "C:\Program Files (x86)\Microsoft Dynamics AX\60".

All other stores are working fine and therefore we do not envisage any issue on the Async Server. There is no error like " incorrect username / password " in event viewer on client and server.
