How to move these accounts and their associated contacts from one owner to the new owner in bulk record ?
Hi partner,
We can bulk edit the Owners of the accounts by exporting and importing Excel, and the Owners of the related contacts will change accordingly.
1. First, in the Account view, we filter out the accounts for which the Owner is to be modified.
2. Click Excel to Excel > Static Worksheet on the command bar.
3. Manually add a new column with the column name "Owner".
4. Enter the new owner for each account in the "Owner" column.
5. Go back to the Account view of D365 and click the Import from Excel button on the command bar to upload the Excel file. The new Owners change will take effect.

You might have ti install the plugin in order to be visible in your list- Tools >> Plugin Store >> Select plugin (select all if you like) >> Click Install.
You can also change the relationship behavior type parental or configurable cascading and under Assign select Cascade All.
By default there is already parental relationship , I hope changing owner of Account should change the owner of contact .
