Hi,
I have an environment in which I have 2 Business Units, both children of the same parent
- Parent
- Child1
- Child2
I created the app and configured business rule on the parent business unit, before creating the 2 children BU.
Users on BU Parent can run the Rule
Users on the BU Child cannot run the Rule.
both type of users have organizational permission level on the security group for the particular entity.

Workaround
I granted "System Administrator" role to a user of the Child Business unit, then created an exact same Business Rule then remove the "System Administrator" role. now Business Rule is running on both Parent and Child BU
