Problems with 1095-C completion - is CoPay Setup in HR the issue?

We do not use the HR module and the only form which shows 1095-c info is in the HR Deduction set up window -- every year the employee's co-pay portion is not pulling into the 1095-c is the issue beginning with the 1095-C info in HR ?
