Hi,
Yes you can transfer reports from one localization to another localization with the help of customization.
if you use new report Id for reports that is good way to use other localization reports. you can do direct layout customization or you can copy code from one to other localization code then you will get same report in the both localization.

If you can get a RDLC/Word report source from AL code, then yes.
It's edited within Visual Studio Code like below (example to word)
Reports can be copied, adjusted and published into your environment via your PTE (Per tenant extension)
