Is there a way online to look up a service provider to confirm what certifications they currently (and/or historically) have?

Currently I'm not aware of anything that would provide exact information online.
There is dynamics.microsoft.com/.../find-a-partner and if partner is there, you can get some info. Alternatively, you can write e-mail to itmbssup@microsoft.com and try to ask details for a specific partner.
